Every year, HogeNood compiles the official ranking of toilet-friendliness of municipalities in the Netherlands. The 2025 winner is municipality:

Facilities - Who is the restroom suitable for?
A restroom is only truly inclusive when it is accessible to everyone regardless of gender, disability or age whether they are men, women, wheelchair users or parents with young children.
